Ghost rider tortures the souls of the sinful, not the innocent. Therefore he wouldn't touch the hulk because although the hulk causes damage, he is contained within the being of the innocent bruce banner. Hulk also has limitless power as he only becomes stronger as he gets more angry. He is also the only human being to ever lift Thor-the-man-whore's hammer. That's a big deal. Hulk is physicall more stronger, but Ghost Rider has defeated him in the comics. Vengeance (GR's arch nemesis, later ally) kicked the Hulk in the balls and lived to tell about it. Ghost Rider could destroy the Hulk if he had a reason to. Ghost Rider's powers are limitless, he is immortal and feels no pain.
